It is for a student who is a graduate of a high school in the province of New Brunswick, Canada, enrolled at the University of New Brunswick and studying for a Bachelor of Philosophy degree in Inter-disciplinary Leadership or Bachelor of Arts degree in International Development and Humanitarian Studies.

Ernest graduated from the University of New Brunswick, Fredericton, Canada in 1972. His first humanitarian work began by spending 5 years with the Canadian University Service Overseas (CUSO) in Africa, in Zambia and the Sudan.  Moving to the United Nations High Commissioner for Refugees (UNHCR), he filled many positions around the world for UNHCR.

When he passed away from cancer in October 2001, he was on secondment in Geneva with the United Nations Office for the Coordination of Humanitarian Affairs.  Ernest believed deeply in helping the less fortunate of the world.
